Substitute Committee – An Active Component of PAT

PPS substitute teachers are represented by PAT. They are in a separate bargaining unit, and are in the third year of their five year contract. Many substitutes are active leaders in PAT governance. They elect their own representatives who attend the monthly PAT Representative Assembly meeting. Also, they are eligible to run for any PAT office including delegates to the OEA and NEA Assemblies.

The large and active PAT Substitute Committee, chaired by Ray Amling, meets monthly and is open to all substitutes who wish to address issues of their challenging and important work. Currently, the Committee is working with the District to correct some of the technical difficulties related to SmartFind Express.

Substitute Committee members want to remind classroom teachers that in order to have a productive day while they are working with your students, they need the following: lesson plans; seating charts; and easy access to materials. It would also help them to know where to lock valuables; and if needed, a parking spot number and PIN for the copy machine.


In early January 2008, PAT Substitutes and the PPS Board of Education ratified a new collective bargaining agreement for substitute teachers. That agreement became effective on January 15, 2008.

The contract is for the term of July 1, 2007 to June 30, 2012.

PLEASE READ THE INSURANCE PROVISIONS (ARTICLE 10) CAREFULLY. NOTE A MAJOR CHANGE: INSURANCE WILL NO LONGER BE AVAILABLE ON A SEMESTER BASIS. Instead, eligible substitutes will earn insurance for an entire year. The number of days required to earn full-year insurance has been reduced significantly (from 88 to 70) – and time in temporary positions will now count toward substitute insurance eligibility.

As a Substitute Teacher you can earn a shopping spree to School House Supplies by volunteering three (3) hours of your time. Some of the activities could include:

· Stocking and preparing store shelves

· Sorting donated supplies

· Managing inventory

· Assisting teachers with their shopping

· Organizing book donations

· Picking up donations

· Helping at special events
